Do you have to be directly underneath the bulbs to get a tan in a tanning bed?

I own a tanning bed, some times my friends and family will come over and just stick there legs in while we watch tv or sit on the computer. Is that light strong enough to tan someone sitting across the room? Or do you have to de directly underneath the bulbs to get the tan?
